Our BackgroundTransformation in Education post 1994 was initiated by the promulgation Education White Paper 3-A Programme for transformation in Education. The recommendation was for a single coordinated system of higher education, including nursing education. This has taken too long for the Gauteng Province to implement as it has been the last province to amalgamate into a single college system. In 2011, the Minister of Health, Dr. A. Motsoaledi called the first nursing summit to consult with the nursing profession on the revitalization of the nursing profession. The nurses of South Africa compiled a nursing compact that detailed measures that need to be implemented to achieve the revitalization of nursing in South Africa. The Minister appointed a Ministerial Task Team that compiled the National Strategic Plan for Nurse Education, Training and Practice Strategy. It was also recommended that nursing education should offer higher education programmes in line with the National Qualification Framework Act 67 of 2008, to bring the nursing profession in line with other professions. Gauteng Public Nursing Colleges began preparations for programme and institutional accreditation towards the latter half of the 2018 academic year. During that time nursing education was offered in multiple ways and at various educational levels for a similar programme and this approach became problematic as the nursing colleges were required by legislation to offer programmes of higher education. In view of the above, nursing services made a proposal for a single Gauteng College of Nursing, which was approved by the HOD. The Nursing and Education Directorate, supported by the Chief Directorate: Nursing and Quality benchmarked with other provinces in South Africa with regards to the merging of colleges into a single college in a province. All the provinces were already having one single college in a province. According to the White Paper 3-A Programme for Transformation in Education the recommendation was a single coordinated system of higher education including Nursing Education. The promulgation of the National Qualifications Framework (NQF) Act No. 67 of 2008 set in motion processes toward a unitary system of education. Public Nursing Colleges in Gauteng were compelled to initiate processes to be recognized as higher education institutions in order to become legitimized to continue with the education and training. The previously known colleges are now regarded as campuses under one administration GCON. Gauteng College of Nursing will be responsible to ensure standardization of systems and procedures including standard operation procedures for staffing, recruitment of students, curriculum development and implementation, targets and quality assurance. Gauteng College of Nursing has received full accreditation from the Council on Higher Education, and the South African Nursing Council, and is registered with South African Qualifications Authority. One of the requirements according to Higher Education Act, 1997 (Act 101 of 1997) is the development of the Statute for the College which has been developed. Gauteng College of Nursing will be under the Principal of the College who directly reports to the Chief Directorate of Nursing. |
